Why the Initial Utility Distribution Exists

The Initial Utility Distribution (IUD) refers to a potential future internal system action executed without consideration. It is discretionary, may or may not occur, and creates no rights, rewards, entitlements, or expectations.

Participation during this period does not provide priority, entitlement, or guaranteed outcomes. It does not represent a reward mechanism or a promise of future benefits.

Instead, it reflects a point in time at which the system may be made available for broader interaction, observation, and use, if and when it becomes available, before subsequent configuration adjustments may occur.
